The draft of the letter to Mr. Fenner Brockway

about the provision of Russian guards on British

ships in Chinese waters has been slightly altered

since your Department concurred in the wording. When

it was submitted to Mr. Dalton he made certain ad-

ditions and amendments which have now been incorporat-

ed in the revised draft.

I enclose a copy of the draft as it is proposed

to send it now and should be grateful if you would

let me know if you concur in it.
